Fixed Broadband Competition Impacts Mobile Broadband Uptake in European Markets

Broadband penetration continues to grow across Europe. Fixed broadband penetration rates in a number of countries are high in relation to the levels of income. The high penetration rates are driven by low-cost, unregulated services provided through neighborhood networks or WiFi, as seen in Bulgaria and the Czech Republic. In other countries, fixed broadband penetration is low compared with the level of income, and in markets such as Portugal and Austria, mobile broadband has filled the gap left by less than competitive fixed markets.

We believe that the degree of competition in the fixed broadband segment has a strong effect on the adoption of mobile broadband services. Furthermore, as mobile broadband networks and services mature, they will increasingly impact the fixed broadband market. No longer should broadband services be looked at in terms of fixed or mobile in isolation.

This report analyzes the adoption of broadband services across Eastern, Central and Western Europe. It compares the uptake of fixed and mobile broadband services in 17 countries in the region and highlights those markets where adoption is much higher or lower than might be expected. It analyzes the relationships between fixed and mobile broadband, as well as the correlation with GDP per capita. Finally, we present four case studies of broadband markets: The Czech Republic, Hungary, Romania and Slovakia.
